Job Duties


NOVA District is seeking two (2) Assistant District Land Use Managers for the Fairfax and Arlington Transportation and Land use department to provide for the effective delivery of the District's transportation program by representing interests of assigned jurisdictions as well as representation of VDOT's interests to the assigned jurisdictions with regard to VDOT planning, preliminary engineering, construction, maintenance and operational processes. You will provide advice to the Transportation and Land Use Manager, frame issues, set priorities, allocate resources and coordinate cross-cutting issues to address local jurisdictions' interests.

Responsibilities include but may not be limited to:

Transportation Conflict Management and Resolution- Resolve complex transportation issues and problems which cut across multiple divisions or sections through the understanding of transportation issues and application of sound public policy and business expertise. Identify and work through potential issues that may hamper or impair the success of established transportation programs or projects and studies under development.

Design Issues- Resolve issues by applying knowledge of transportation planning, land use, design and traffic engineering principles and techniques related to engineering soundness of design, impact upon the transportation network and community needs. Respond to customer requests for service. Facilitate creative solutions to complex design issues in coordination with stakeholders.

Communications- Communicate with a cross section of stakeholders (e.g. BOS, Council members, Congressional and State legislators, citizens, VDOT officials, media and employees) regarding VDOT services, programs and plans. Make recommendations and influence locality management and stakeholder groups on issues that affect the Commonwealth and local transportation vision and comprehensive transportation plans. Facilitate exchange of information and decision-making between VDOT and jurisdictions. Identify critical issues to prevent escalation or repetition of problems. Participate in or conduct meetings with public agencies and citizens' groups to share information. Participate on committees and groups to represent VDOT's business interests.

Public Concerns- Investigate and respond to concerns from a wide range of VDOT internal and external customers, including citizens, homeowner's associations, media and local government entities. Monitor the public's assets, resources and expenditure of funds.
Emergency Management- Implement the COOP for the residency and provide input to COOP plan development.

Support Maintenance, Construction, Traffic Engineering, Planning, Preliminary Engineering and Operations Program Delivery- Support efforts related to on-time, on-budget and quality delivery of the residency maintenance and operations programs. Review and make sound engineering decisions and recommendations on field related conflicts to include traffic engineering, road and bridge geometrics, drainage, maintenance, etc.

Organizational Effectiveness-Effect significant changes and assist to implement such changes to contribute to increased organizational effectiveness. Identify methods to resolve complex issues within political realm, public policy, human resources or financial management arenas. Use negotiation skills in conflict situations to challenge or support procedures which apply geometric design, drainage, traffic and safety and transportation planning. Ensure funds are appropriately expended to maintain assets. Investigate, resolve and diffuse conflict situations.

Minimum Qualifications


• Skill in maneuvering through complex political situations effectively, demonstrating sensitivity to how people and organizations function.
• Considerable knowledge of public policy, local politics and business practices as related to transportation issues.
• Ability to apply administrative or operational strategies and be a responsive leader during emergency situations.
• Skill in the use of computers and software applications.
• Knowledge of transportation laws, regulations, policies and procedures to include federal, state and local planning and land use regulations, maintenance management and work zone operations.
• Knowledge of administrative, managerial, human resource principles and practices.
• Substantial knowledge in the operation of a large scale, public service agency.
• Ability to interact and communicate effectively orally and in writing with diverse audiences to include citizens and government officials.
• Skill in reading, interpreting complex plan assemblies such as major road widening, interchange modifications and limited access right of way.


Additional Considerations


• Experienced performer with transportation management experience and ability to work in a fast paced and complex urban environment.
• A combination of training, experience, or education in Engineering, Public Administration, Business, Finance, or related field desired.
• Progressively responsible experience in engineering, planning, or land development for a transportation program.
• EIT, PE, PTOE (Professional Traffic Operations Engineer) or AICP (Transportation Planning Certification) license desired.
