Job Duties
Safety
VDOT employees are expected to routinely demonstrate safety behaviors as well as advocate and practice safety in everyday work activities. Reports all safety accidents, incidents and/or concerns appropriately and in a timely manner.
Designated Emergency Operations
As defined by VDOT Department Memorandum (DM) Number: 17-1 – Emergency Operations and Traffic Management, VDOT is an emergency operation agency. Positions physically working within district boundaries, including those that administratively report to Central Office, may be assigned to emergency response duties at the discretion of the District Engineer or Administrator. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment. Report to work when called to support emergency operations. Maintain communications regarding work schedules with both your regular and emergency response supervisor. Notify emergency supervisor of pre-approved leave that would impact rotational schedule and your reporting for duty if activated. Keep abreast of weather forecasts for duty readiness in reporting. Makes personal contact with emergency response supervisor to determine if and when services are needed for approaching event.
SWAM
Support the intent of current Executive Orders and the goals of the Agency SWAM Procurement Plan when making vendor sourcing decisions for all procurements. Work assignments and vendor sourcing decisions are performed in accordance with appropriate Executive Orders and all applicable procurement laws, policies, regulations, and procedures. Agency SWAM Procurement Plan is followed. Successfully complete the required SWAM Training.
Develop and administer District Operations multi-year program and the annual operations plan that includes operating budget spend plan, service and investment plan, and direction regarding service and investment delivery method.
Work in conjunction with the Operations Project Administrator to support the development of district operations projects and contracts.
Significant involvement and proactive partnering with Central Office regarding funding sources, funding streams, timing, and availability.
Works closely with Operations Divisions on field input, asset condition, historical expenditure trends, funding availability and regional priorities.
Provide oversight and guidance to ensure that budget deficits and surpluses are addressed in the most timely and effective manner.
Assist District Operations Director by coordinating the development, implementation, and monitoring of the district-wide operations performance management program and operations strategic plan.
Provide guidance to the district staff to ensure successful completion of the annual operations spend plan within allocation.
Track key performance management indicators for the operations program.
Manage and lead special program initiatives, projects as assigned. Represent the District on various committees, task groups.
Oversee district invoicing process for Statewide Transportation Operations Center contract.
Coordinate performance metric tracking with senior management and other district staff.
Ensure that applicable measures are properly documented and stored. Coordinate with Operations Division staff to ensure that invoices are processed in a timely manner.
Oversee and administer all Contract Administration responsibilities for the on-call Traffic Engineering professional services contract. Ensure task orders are appropriate for contract. Receive and review task order proposals. Track progress on all task orders.
Review contract invoices, receive input from Task Manager then process all invoices for payment.
Oversee and manage VDOT evaluation process of contractor. Maintain contract and task order documentation.
Performs IMS data entry and ensures accuracy of daily reporting.
Minimum Qualifications
• Extensive knowledge of budget planning process, procedures, policies and practices.
• Proven ability to work independently; set priorities, schedules, resolve issues and make timely decisions.
• Ability to effective plan, direct, and manage efforts through others.
• Ability to proactively identify problems, facilitate solutions while representing the Region at statewide, regional, other committees and work groups.
• Experience in developing a comprehensive operational budget, spend plans, monitoring, analyzing budget data and strategic and short-range plans.
• Skill in utilizing Financial Management Systems, developing spreadsheets and other common computer applications.
• Proven ability to provide quality customer service to customers, and to provide technical and policy support to the Region.
• Experience negotiating outcomes and working with diverse customer groups.
• Proven ability to gather, analyze data, use data gathering technologies, and reach sound, logical conclusions.
Additional Considerations
• Experience in developing a comprehensive operational budget, spend plans, monitoring and analyzing budget data and strategic and short-range plans. Experience negotiating outcomes and working with diverse customer groups.
• Proven ability to provide quality customer service to internal and external customers, and to provide technical and policy support to the Region.
• A combination of training, experience, or education in Business Administration, Operations Research, Operations Management, Financial Planning, Engineering or related field desired.
