Job Duties


The Traffic Operations Division is recruiting for the position of Senior Traffic Engineering Supervisor. The Senior Traffic Engineering Supervisor will serve as a responsible charge engineer and a subject matter expert for Traffic Operations Division specialty programs for traffic assets including ADA curb ramps, Guardrail inspection and management, and Accessible Pedestrian Signals (APS) in the Engineering Management section. Work closely with VDOT districts and Divisions, local jurisdictions, FHWA, and other internal and external stakeholders to develop and deliver holistic programs related to identified asset areas, while establishing performance metrics, identifying areas of enhancement for program tools, and providing training to stakeholders. Responsibility to develop policies and guidance documents related to asset program areas, as well as maintenance and compliance for VDOT ADA transition plan. Additional areas of support include ancillary structure program implementation as well as other asset implementation program areas as agency needs evolve. Position specific responsibilities and duties of the Senior Traffic Engineering Supervisor include but are not limited to:

• Fulfill duties as responsible charge engineer in compliance with policies, procedures, and the Code of Virginia.

• Respond to technical inquiries from employees, the public, local government agencies, stakeholders, and other special interest groups.

• Lead delivery of engineering implementation programs to include ADA curb ramps, guardrail maintenance and inspection, Accessible Pedestrian Signals, ADA transition plan, and Ancillary Structures.

• Lead efforts to develop implementation programs in response to new and emerging Agency needs.

• Develop short and long-range statewide strategic plans for engineering implementation programs to ensure program goals are achieved.

• Provide oversight of the program area and reporting within the Division and Districts to ensure compliance with VDOT, state, and federal policies, practices, guidelines, and specifications.

• Suggest and lead the implementation of improvement opportunities for the engineering implementation team.


Minimum Qualifications


• Degree in Civil Engineering or related field.

• Valid Professional Engineer's license.

• Experience applying state and federal regulations and guidelines pertaining to the MUTCD, Americans with Disabilities Act, and policies and practices related to Engineering Implementation Program areas.

• Experience planning and conducting studies, preparing reports independently, and the ability to analyze data, draw logical conclusions and document results and recommendations.

• Ability to review and interpret roadway existing conditions, design plans and specifications.

• Experience applying operations and project planning procedures; HTRIS data; and highway locator and inventory systems.

• Knowledge of various traffic engineering and related software systems such as Falcon, MS Access and GIS.

• Ability to supervise staff, programs and budgets.

• Ability to communicate effectively orally and in writing with internal and external customers.


Additional Considerations


• Ability to communicate effectively with others both orally and in writing, including presentations by summarizing complex information in a digestible format for a variety of different audiences.

• Knowledge of Traffic Asset Management principles.

• Experience in program development and delivery.

• Ability to independently coordinate multiple complex assignments.
