Richmond District, Ashland Residency is seeking an individual to serve as a member or leader of work crews performing a combination of skilled equipment operations, preventative maintenance and manual labor tasks in order to maintain Virginia roadways for the Sandy Hook Area Headquarters. Position will plan work schedules and identify/assign manpower, materials and equipment needed to accomplish the job. Determine and demonstrate proper work site protection techniques; ensure crew has proper PPE; and train crews in proper safety methods. Apply MUTCD for detours, lane closures, work zones, etc., and take corrective action when unsafe conditions are identified; provide traffic control in support of maintenance operations; and conduct on-the-job training and recommend additional training needs to Superintendent. Demonstrate considerable skill and expertise as an operator in the proper/safe use and maintenance of all equipment; apply specialized knowledge of equipment operation and maintenance techniques; and perform snow and ice removal and other emergency response activities. This position is designated as essential and, as such, all duties associated with this job are required during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations.

Minimum Qualifications

The successful candidate will have:

• Considerable knowledge of highway maintenance and construction practices and procedures. Basic knowledge of inventory procedures.
• Ability to interpret and apply work zone safety and traffic control manuals.
• Ability to lead, direct, oversee the work of others and train others.
• Skill in the use of computers and software applications.
• Skill operating and maintaining light and medium trucks and equipment.
• Ability to perform heavy manual labor and use hand and power tools.
• Safety shoes required.
• Ability to obtain CDL and DOT medical card within 11 months of employment and maintain thereafter. Must comply with DOT and VDOT policies and standards when operating CDL equipment.

• Basic Tree Cutting & Chainsaw Operator Training.
• A combination of training, experience, or education in Construction or related field desired.

• Experience in roadway maintenance and repair. Experience in work zone set-up, traffic controls and flagging to include using the MUTCD or similar regulations. Experience overseeing the work of others.
• Experience leading and training work crews.
• CPR with AED, Standard First Aid, and Blood Borne Pathogens (BBP) Combined Course.
• Experience applying inventory practices and procedures.
• Emergency operations experience to include snow-removal, storm damage, and accident clean-up.
• Flagger Certification

Position is designated as essential to emergency operations and will be required to work outside normal work hours to ensure the safety of the traveling public. Fingerprint based background check, references, work history and DMV records will be verified prior to employment. Pre-employment physical with drug screen will be required. All drivers hired without a valid CDL in hand are required to obtain their CDL within 11 months of their hire date. You cannot operate commercial motor vehicles prior to receiving the necessary licensure and medical certification. Effective February 7, 2022, new Federal Motor Carrier Safety Administration (FMCSA) regulations require entry-level drivers (drivers who are seeking to take the skills test in order to obtain a CDL for the first time, upgrade their CDL from a Class A to a Class B, or take the knowledge test to obtain a hazardous materials endorsement for the first time) to complete FMCSA- approved Entry-Level Driving (ELD) Training before the Department of Motor Vehicles can grant the requested CDL or endorsement. The course is comprised of 160 hours, on average, of training. VDOT is willing to assist with your enrollment in and payment for the course upon your acceptance of an ELD Training Tuition tenure and repayment agreement.
