Job Duties


The Virginia Department of Transportation (VDOT) is excited to announce an opportunity to serve as an IT Program Manager in our Performance Transformation Division. This position is located in Richmond, VA.

The IT Program Manager will play a pivotal role in defining how Power Platform, SharePoint Online, Teams, and DocuSign gets adopted within VDOT. The successful candidate will be at the forefront in orchestrating the adoption process to help VDOT achieve higher maturity levels of service delivery and adoption of these tools. Position specific responsibilities and duties will include, but are not limited to:



  • Provide direction for the adoption of Power Platform, SharePoint Online, Teams & DocuSign tools.


  • Create guidelines and best practices on how to leverage these tools together to bring cultural change & process improvements within the organization.


  • Support stakeholders in streamlining workflows/processes, foster collaboration and improve content management practices.


  • Adaptability and Continuous Learning: Must be adaptable and committed to continuous learning. Stays abreast of the latest updates and features within these platforms to maintain operational effectiveness.



Minimum Qualifications



  • Skill in managing IT functions including IT Governance and Compliance, Enterprise & Business Architecture, IT Service Management, Asset Management, Infrastructure and Ops, Application Development, PPM & Projects, or Data and BI Management.


  • Skill in financial management.


  • Knowledge and skill with technologies and functions appropriate to leading an IT program area.


  • Skill in people and resource management.


  • Skill in leading IT professionals in the planning, analyzing, designing, developing or implementing information technology programs, projects or systems for a large organization.



Additional Considerations



  • PL-900 (Microsoft Certified: Power Platform Fundamentals).


  • PL-400 (Microsoft Certified: Power Platform Developer Associate).


  • Proficiency with PowerBI.


  • PMI Project Manager Certification as applicable.


  • Experience leading IT professionals.


  • A combination of training, experience or education in Computer Science, Information Systems, Engineering or related field is desired.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.

Once onboarded, this position may be eligible for telework opportunities; availability, hours, and duration of telework shall be approved as outlined in the Commonwealth telework policy.
