Job Duties


The Outreach Manager will assist with program management for the Local Assistance Division's Outreach and Engagement Program. Duties may include, but not be limited to, development and management of the local government certification and assessment program; planning, coordinating, directing, implementing, and evaluating Locally Administered Projects/Programs (LAP) training opportunities for VDOT staff and external partners; coordinating, developing and distributing various types of communication to VDOT LAP staff and external partners; and assist with leading the provision of training, technical assistance, and other efforts to reach out to local governments, including supporting the Local Programs Workshop.

Reporting
Ability to analyze and summarize Local Project and Local Program data, create custom reports, and update the Qualification Program Result Dashboard.

Special Projects
Assist in leading the division’s communication and IT migration projects.

Outreach
Support effective outreach with local public agencies and represent the Department in a professional and positive manner. Serve as support for the annual Local Programs Workshop, support other outreach efforts including Project Coordinator training, webinars, etc. Communicate clearly and work harmoniously with all levels of management within the Department, FHWA, local governments, and with the public, coordinate outreach efforts with Local Partnership team, coordinate the development and delivery of local government workgroups on a regular basis, develop Division Newsletter for distribution to local government and VDOT staff on a quarterly basis, and manage the Division internal and external webpages as a primary tool of communication with staff, local government, private sector, and citizens.

Qualification Program for Locally Administered Projects
Develop future modules and manage the Locally Administered Project Qualification Program and the 3-Year Re-Qualification program to include research of other states, establish focus group and working group, coordinate with LTAP and VDOT U for management support, develop roll out plan, coordinate training, develop and manage evaluation and revisions to program.


Minimum Qualifications


• Experience in interpreting federal and state laws and developing guidelines, communication strategies, and training programs.
• Broad understanding of project development, with demonstrated ability to effectively convey technical information in a non-technical manner.
• Ability to follow written and oral instructions.
• Skill in the use of computers, software applications and reporting tools.
• Ability to plan and conduct training, presentations, meetings, and webinars.
• Knowledge of VDOT programs, policies, and activities.
• Ability to plan, organize and oversee implementation of complex programs and projects.
• Ability to communicate effectively orally and in writing with diverse audiences, varying levels of management, FHWA, local government, private sector, and the public.
• Demonstrated leadership and consultation skills, ability to work with various levels of management, and ability to represent VDOT in various forums regarding all aspects of the transportation program.
• Skill in problem-solving and decision making.
• Ability to analyze, research, interpret data, and summarize
• Ability to craft promotional training emails.


Additional Considerations


• Skill in using Microsoft Power Bi and Power Apps.
• Knowledge in communication platforms such as Terminal 4, Survey Monkey, Mail Chimp, etc.
• Experience in benchmarking industry program standards and developing and implementing new programs.
• Project management experience or public administration, especially with localities. Experience working with complex programs and interpreting regulations.
• A combination of training, experience, or education in Communications, Business Administration, Public Administration, or related field desired.
• Knowledge of VDOT standards, policies, procedures, and program priorities.
• Experience establishing and monitoring performance measures, preparing and delivering presentations and experience using web-based applications.
• Experience with local assistance projects in transportation.
• Ability to lead interdisciplinary teams.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
